2 faint positive HPT but neg at health dept!??

I had two faint positive HPT today. One at 7am and a stronger one at 2pm. Went to the health dept to confirm around 3:30 or 4 and it was negative??? Was it just too early? I drank a lot of water before. They said probably has something to do with it. Has this ever happened to any one else?

I think your urine was too diluted, same happened to me, test in the am and in a few days should be stronger!
