Does low HCG levels always determine miscarriage?

I am still concerned about my HCG levels being low my first blood test. I'm going back today for another blood test and to see if they have doubled. What if they aren't progressing? With my first the first urine test I took came out positive. This one all came out negative even the doctors did, except very slight positive on a couple. Only blood test showed very low amount of HCG. In the 400s, is this normal?
