Low progesterone on clomid?

I am trying for a second blessing. My first blessing was conceived after one round of clomid with a 21 day progesterone level of 16. Currently, I am on my third round of clomid. Progesterone level on my first month was 19.6, second month was 15.8, and this month was 13.4. First of all, I don't know why my numbers are going backwards. Usually, I am testing way before now. This month I was so discouraged that my number was below 15 that I haven't even purchased a test. I was supposed to start my period today. I have no signs or symptoms of my period coming. Also, I feel like clomid is making my cycles longer (averaging 29 though). I guess my question is,has anyone ever conceived and sustained pregnancy with a number lower than 15 on clomid?
