What does "inverting" do?

I see that it majorly changes the lighting. But can you tell me how it might help us determine a neg vs. a pos result?? Does the second line only show up is positive on an invert?
And what does it mean when someone posts "tools" as their heading for image?

If positive second line is there, it gives off same color glow as control line, (albeight lighter) which some people might see better if can see regular line well or r in doubt
