3rd round of Clomid, positive OPK, still no temp increase?

I am on my 3rd round of Clomid and right on schedule I got a positive OPK on CD 14 and CD 15, today I am on CD 19 and as of this morning have still not had a temp increase. On round 1 and 2 of Clomid I ovulated on CD 20 and CD 18. My question is, how long do I wait for ovulation before it's safe to say it's not going to happen?
