HCG and twins

Is it possible for HCG to double as normal in the early weeks of pregnancy, but have it be twins? I read everywhere that HCG is higher with twins, which makes sense, but does it HAVE to be?

I was 17 dpo with an hcg of 1500 ish Had just one baby. I've also know women who have had twins with lower numbers. It varies
