By 15 DPO you should be getting a positive if you are pregnant. If you haven't and you suspect you might be pregnant the best thing to do would be to go get a blood test. That will tell you for sure one way or another. Even if you don't have insurance I would go do it. It is not that expensive. In some cases, albeit very rare cases, some women take a long time to get a positive with just a urine test and only a blood test will be able to tell that they are actually pregnant. But ore than likely if you are getting a negative 15 DPO then you are not pregnant.
