Could the HCG be higher in my urine than blood??

My doctor confirmed over a dozen pregnancy tests I’ve took are actually positive. She ran bloodwork and it came back negative with a level of 1. How is this even possible?? How could a pregnancy test even pick up a level of 1 HCG, and my tests of all kinds of different brands show a positive? I have all the symptoms and I definitely feel DIFFERNT. The most noticeable symptom to me is that my nipples (TMI) look different, like they did when I found out I was pregnant with my first. They have a dark ring around them and appear bigger. If I actually am pregnant which I def feel it, then why is HCG not showing in my blood?
