Can I ovulate if no mucus discharge but good follicle size

Hi I had follicular study on day 9, day 11,day 13 and have two follicles in left ovary one 18mm, other 24 Mm. It's my 13th day and no follicle rupture. When it could approx rupture and Can you please let me know do I have chance to conceive?
My menstrual cycle is 30 days. my last period was on august 14th.
I am worried whether follicles will rupture or not. Because my doctor also questioned the same that follicles should rupture by this time. but why not yet.

So can you please help me in knowing is there a chance that follicles don't rupture? I don't have any mucus discharge yet.
