21 Day cycle but period 3 days late and got negative test?

I have a 21 day cycle. I am currently 13 dpo and on CD 25. So my AF is 3 days late. I am having lots of pressure in my lower abdomen that wraps around both sides to my back. Plus a little nausea and exhaustion. I am also having hunger pains when I don't usually get those and usually don't feel that hungry lol. I have taken a HPT on 12 and 13 dpo and got negative. Could I still possibly be pregnant just need to wait a couple more days to test? Could I have implanted later since it is such a short cycle that I have?
