FRER is capable of picking up as little as 6 mIU/ml, but most digitals pick up around 50 mIU/ml.
So, to answer your question, you are probably NOT out just because a digi said no. Digis are just not as sensitive as most other tests. To answer your other question, there's no specific DPO that a digi would pick up HCG because no one implants at the same exact time, nor does everyone's HCG double at the same rate.

When a pregnancy test picks up hCG has very little to do with DPO. Implantation normally occurs from 7-12DPO and hCG has a doubling time of approximately 24-72 hours with 48 being average. Normal hCG levels of women who aren't pregnant are 1-5. So a woman who implanted on day 7, with a starting hCG of 5 and 24 hour doubling would get a positive test way sooner than a lady who had implantation happen on day 12 with pre-pregnancy hCG of 1 and 72h doubling.
