miscarriage at 24 week, after baby came out another fetus looks like about 16 week also came out

miscarriage at 24 week, after baby came out another fetus looks like about 16 week also came out, why didn't the one develop ? We never saw the one that didn't develop on the scans. Can that be the reason for the miscarriage ?
