Why are my ovulation tests getting darker each day but not positive?

I normally have a 27-28 day cycle and get a positive OPK on cycle day 15. Obviously, I have a fairly short luteal phase, so my doctor put me on progesterone. The progesterone affected my cycle in such a way that I tend to ovulate only every other month now, but I still test just in case. This month would normally be my off month, but on CD 11 I saw a faint line on my OPK. this got me excited: normally when I don't ovulate nothing shows up. And the line has gotten darker every day since. On CD 14, the line was so clearly visible that I was sure the test would be positive the next day... but... today is CD 19 and the test is *still* not positive. The line is still somehow even darker than it was yesterday, but not positive. Is this normal? This is way late for me. I NEVER ovulate this late in the cycle.
