Is what I heard true??

Ok I live in Birmingham alabama and I heard some where that they made a law that you have to Wait until your water breaks for them to give you your c-section. I've had 2 children and my body wouldn't dilate the first time and Dr checked me 5 days before my due date and said my cervix was high and very closed. So I'm worried and just wanted to know if that law is true.
