If you mean dilute their test when preg it's to check hcg levels rising, our bodies get to the stage when preg that we produce so much hcg the tests turn faint pos so to check all ok we dilute test to show strong positive,
It's called the hook effect x

Some ppl poas and get iffy results so they dip a second test in water, sort of as a "control" test to show that the test line is really there on the urine test. Its an inaccurate result and waste of a test, tbh. Water and urine are not the same molecularly so wont yield the same results.

Unless ur referring to running water through a test used with blood, thats to help the blood pass all the way down the test...pointless, dont bother.
