well sorta. most of the time is what they do is have a set number so a doctor might have a set level of 10 and technically you could be pregnant but its too early and so its under the 10 mark so they tell you your not pregnant. I had this happen to me where I went in for a blood test and was told I wasn't but I didn't believe it tested the next day on a HPT and got a faint line waited a couple days before calling the doctor and going back in and my beta came back at 18. My doctor then informed me that I had a beta of 8 the first one but he didn't count it because I also had low progesterone and he didn't think it would go anywhere. It did end up a chemical but I'm sure there are plenty of times where its just done too soon.
