If you have regular periods, most likely you do ovulate. Although, as mnor0406 pointed out, even the most regular of women can have a rare annovulatory cycle where they just didn't ovulate for some reason or ovulated very very late or very very early - it happens, bodies are weird.
How many times a day do you test? Do you make sure to do a urine hold (and no drinking fluids) for a couple of hours before each test? What kind of test are you using? Some women can have very short LH surges, so unless they test numerous times each day, they can miss them (I test 3 times a day). Some can have very diluted urine, which can make getting a positive test a challenge. Some tests themselves are inferior.

I got pregnant on a month when ovulation was not detected for me using opks. It could be because I only tested once a day... I guess a lot of people test twice a day so they don't miss that short window of time, but those things are so stinking expensive, right? I'm glad my husband and I didn't wait to do the baby dance till we got one though b/c now we're finally pregnant after a year 1/2 trying! Thank God!
